With such a large populatuion and positions in Vaults limited, there was a great concern amongst pre-Great War Americans over the issue of protection and survival. To help assuage those fears and anxities, the Civil Defense Administration would produce how-to guides to show families how to build shelters of their own in their own homes with easily available materials.

Countless numbers of these home bomb shelters would be built all across america, with many treated as weekend projects for the entire family.
